I’ll answer the use tax part of the question. The internet and mail order retailers from other states who do not have a presence in your state are not required to collect sales tax from you. But, you are technically required (as a consumer *or* a business) to file a return and pay taxes on everything you buy over the internet or mail order catalogs. I say technically, because there is no enforcement, because there is no way for the government to easily track down what you purchased. So, virtually nobody right now pays the use taxes, so put them out of your mind.
You can start a business in most places just by just registering your business name on your state’s website, applying for a federal tax ID if you will have employees and applying to collect sales tax if you will be selling taxable items. The state government will make it *really* easy for you to collect sales tax. Guess why.
